Nagpur, a city on the rise, has long been envisioned as a hub of progress. Its central location and rapid urban expansion make it a critical focal point for infrastructure growth.


Yet, despite grand plans, several government-led initiatives have found themselves entangled in delays, slowing the city's transformation.

Whether it is roadways, public infrastructure, or large-scale transportation projects, completion timelines continue to stretch, leaving many wondering when these developments will finally see the light of day.



The reasons behind these delays vary, from administrative hurdles and legal tangles to financial shortfalls and environmental concerns.


Each project tells a different story, yet they all share a common thread, obstacles that keep them from meeting their original deadlines. These setbacks affect not only the city's connectivity and economy but also the daily lives of its residents.


The promises of a modernised Nagpur, with better roads, improved transport, and enhanced public services, remain just that, promises.


Projects That Have Missed Their Deadlines

One of the most notable examples is the Nagpur Smart City Project, a part of the nationwide Smart Cities Mission. Initially set for completion in 2021, the project has seen multiple extensions, now stretching into 2025.


While envisioned as a transformative initiative to bring modern infrastructure and digital solutions to the city, the execution has been anything but swift. The repeated deadline extensions reflect challenges in coordination, funding, and execution.



Another major initiative facing setbacks is the Gosikhurd Irrigation Project, which has been in the pipeline for over four decades.

Meant to address irrigation shortfalls in the Vidarbha region, its sluggish progress has hindered agricultural advancements. Despite various political assurances, the project remains unfinished, with inefficiencies hampering its completion.


The Mumbai–Nagpur Expressway (Samruddhi Mahamarg) has also encountered roadblocks. While parts of the expressway have opened to the public, the crucial section connecting Igatpuri to Mumbai has yet to be operational.


This delay is attributed to complex land acquisition processes and the challenges of constructing tunnels in difficult terrain. Originally slated for full completion much earlier, the final stretch now carries an anticipated opening date of 2025.


Similarly, the Nagpur Airport Modernisation plan remains entangled in legal proceedings, affecting the much-needed expansion and upgrade of Dr Babasaheb Ambedkar International Airport.



The dispute between stakeholders has kept the project from moving forward, despite growing passenger traffic and increasing demands for better infrastructure.

Transport and Connectivity Plans at a Standstill


Infrastructure designed to improve connectivity within and beyond Nagpur has been caught in bureaucratic and logistical delays.


The Nagpur–Goa Expressway, an ambitious project meant to link Pavnar in Wardha district with Patradevi in Sindhudurg, is yet to see significant progress.

Land acquisition hurdles and alignment approvals have slowed its advancement. While alignment clearance was granted in early 2024, actual groundwork remains pending.

The Nagpur–Bhandara–Gondia Expressway faces a similar fate.


Meant to serve as a vital corridor, the project has been held up by environmental clearance requirements and disputes over land acquisition. With these approvals still in process, the expressway’s construction timeline remains uncertain.



Closer to the city, the Kamptee Road Flyover, a 5.6-kilometre overpass designed to ease congestion, has suffered delays due to land disputes. Although the hurdles have reportedly been cleared, the time lost has already affected traffic conditions in the area.

The second phase of the Nagpur Metro is another delayed venture. Despite being greenlit at various government levels, funding concerns have slowed progress. While initial phases of the metro system have brought relief to commuters, expansion efforts have yet to gain full momentum.


Halted Ambitions and Unfinished Blueprints


Beyond roads and transport systems, development efforts in the city have faced other setbacks. The Nagpur Municipal Corporation’s (NMC) development projects have taken a hit due to financial constraints.


In early 2025, the civic body announced a 10% cut in its development budget, suspending several key infrastructure projects.

Road repairs, sanitation improvements, and civic services have all been affected, with funds falling far short of initial projections.



Another ambitious undertaking, the Nagpur–Goa Shaktipeeth Expressway, has been halted due to opposition from farmers and environmental activists. Concerns over land acquisition, ecological damage, and displacement of communities led to protests, forcing the state authorities to withdraw their environmental clearance application in mid-2024. Without a resolution to these concerns, the project remains indefinitely paused.


Even projects meant to improve air travel have struggled to move forward. While the runway recarpeting at Nagpur Airport was supposed to be a straightforward task, delays stretched the completion timeline by more than three months.

A combination of election-related suspensions and contractual issues led to disruptions in flight operations, affecting both travellers and airlines.

These delays shape daily life in ways that few expected. Roads meant to ease congestion remain unfinished, forcing commuters onto detours that never seem to end.


The airport, instead of expanding to meet growing demand, remains caught in legal disputes. Expressways designed to cut travel time exist mostly on paper, held back by land issues and approvals.


Businesses wait for better connectivity, adjusting plans around stalled projects. Civic improvements that could have transformed public spaces remain frozen due to budget cuts.


Construction zones become familiar landmarks, blending into the routine of a city and adapting to delays rather than progress.


Each unfinished project holds the promise of change, yet the wait stretches on. The city moves forward, but so do the reminders of what still lingers in uncertainty.
