Recent figures indicate that approximately 12,808 government positions remain unoccupied in Nagpur district.

Among the most affected areas is municipal administration, where a large portion of sanctioned positions remain vacant.
The Nagpur Municipal Corporation (NMC) had 6,269 unfilled posts as of early 2023, accounting for nearly half of all sanctioned roles.
Although the civic body had sought approval to recruit 853 personnel, including assistant municipal commissioners, medical officers, junior engineers, revenue inspectors, and garden inspectors, filling these roles has been a slow process.
Within law enforcement, the Nagpur City Police Department is also experiencing a staffing crunch.
The Bombay High Court was informed that as of November 2024, 447 posts remained unfilled, with an additional 391 positions requiring recruitment.
These shortages have raised concerns about public safety and the ability of law enforcement agencies to function optimally.
The Zilla Parishad (ZP) in Nagpur has been making efforts to address staffing gaps by initiating recruitment for positions under the 15th Finance Commission.
In early 2025, applications were invited for roles such as staff nurses, multi-purpose workers, and programme managers. Additionally, broader recruitment efforts for category ‘C’ positions have been underway, targeting a total of 19,640 openings.
Despite ongoing attempts to bridge the gap, the number of vacant posts remains high, influencing how government institutions operate and deliver essential services to citizens.
The situation highlights a longstanding issue that continues to affect multiple facets of governance in Nagpur.
Impact on Public Services

The effects of staffing shortages are visible in multiple areas, with municipal services bearing a considerable burden.
The lack of adequate personnel within the Nagpur Municipal Corporation has made routine operations increasingly difficult. The garden department, for instance, has struggled due to limited manpower. Reports indicate that there was only one garden inspector overseeing a wide jurisdiction, making it difficult to regulate unauthorised tree felling.
The hotmix department, responsible for maintaining road infrastructure, had only one executive engineer and a junior engineer to manage an extensive workload.
The constraints have also affected revenue collection and urban management. Assistant municipal commissioners, responsible for overseeing tax recovery and anti-encroachment drives, have been taking on additional responsibilities due to the shortage of officials. This has contributed to delays in administrative processes, affecting efficiency in key municipal functions.
In law enforcement, staffing gaps have raised concerns about the police department’s ability to ensure security.
With nearly 838 positions vacant or pending recruitment, the department faces operational difficulties.
An insufficient number of personnel can lead to slower response times and increased workloads for existing officers, potentially affecting law and order.
Zilla Parishad offices, which play a crucial role in local governance and rural development, are also dealing with staffing concerns. While recent recruitment efforts have aimed to address shortages, the need for personnel in various administrative roles remains pressing. Delays in filling these positions can slow down the implementation of welfare schemes, health programmes, and infrastructure projects that benefit rural communities.
